Mr. Mohd. Lokman Hakim is presently Addl. DIG (Training) of Bangladesh Police Academy (BPA), Sardah, Rajshahi. He joined the BCS (Police) Cadre in 1989 qualifying in the BCS examination, 1986. After completion of his Basic and Practical Training he successfully served in different important units of Bangladesh Police. In his eventful career he held prominent positions respectively of Raising Director (Commanding Officer) & Addl. DIG, Rapid Action Battalion (RAB)-14, Mymensing, Director (Commanding Officer) & Addl. DIG, RAB-6, Khulna, Director ( Special Inquiry & investigation), Anti Corruption Commission, Head Office, Segunbagicha, Dhaka, Commanding Officer (CO), APBn Barisal, Deputy Police commissioner(HQ), Barisal Metropolitan Police (BMP), Barisal, Deputy Police Commissioner (Traffic-West Div), Dhaka Metropolitan Police (DMP), Dhaka, Deputy Police Commissioner (East Div), Rajshahi Metropolitan Police (RMP), Rajshahi, SP (Superintendent of Police) of Munshiganj & Gaibandha districts. He also served as Addl. SP (Additional Superintendent of Police) of Munshigonj district, CID, Kushtia & Netrokona Districts, 2IC,APBn, Uttara, Dhaka. To add to his career as ASP he held diversified positions of ASP (Diplomatic Corps), OC-Immigration at Dhaka International Airport, ASP (Labor) of City Special Branch, Dhaka & Company Commander of 2nd Armed Police Battalion, Barobunia, Rangamati, Bangladesh.
He comes of a respectable Muslim family of Hathazari, Chittagong.
In his academic background, Mr. Mohd. Lokman Hakim received his B.A. (Pass) and MBBS (Chittagong Medical College) from the University of Chittagong in 1984 and 1988 respectively. He obtained MBA from Bangladesh Open University.
He has undergone medical related training on Honorary PGT (Post Graduate Training) on Cardiology from BMCH, CCD (Certificate Course on Diabetology) DLP (Distant Learning Program) from BIRDEM.

Mr. Mohd. Lokman Hakim has widely travelled in different countries during his distinguished career. He travelled Bosnia-Herzegovina, Croatia, Serbia, Italy, Hungary, Germany, UK, Malaysia, South Korea and Kingdom of Saudi Arabia.
His publications are : (i) Computerization: Information & Communication Technology (ICT) for Bangladesh Police, A Thesis submitted in Police Management & Human Rights Course, Police Staff College, Mirpur, Dhaka in 2001. (ii) MBA Thesis paper on: Comparative Analysis of Anti-Corruption Performance of Two Regimes: Bangladesh Perspective, Dhaka, March-2010
His field of expertise and areas of special interests are ‘Law Enforcement, Police Operational Management, Raising & Development of New Unit of Police Administration, Anti-Corruption Capacity Building, Policy Formulation & Organizational Development of Police on the basis of sociological and political requirements, Development of Police Training Curricula, Developing Community Policing, Commanding Police Force or Unit thereof etc.’
In his personal life he is married with Dr. Fatema Khatun Rumi and proud father of one daughter and two sons.
